The West Bengal University of Health Sciences was established by the West Bengal Legislative Assembly with implementation of an Act. One factor was beyond any doubt that West Bengal never ran out of resources and capability to make excellent progress in the field of medical science but one thing was lacking and that is proper management. In order to bring forth this systematic procedure of management, West Bengal University of Health Sciences (WBUHS) was founded.

Before establishment of this university, all the health and medical education related courses were taught separately by Universities of Burdwan, North Bengal and University of Calcutta. Consequently, some kind of disruption was appearing in overall management of the West Bengal medical scenario.
